Carlos is currently assigned as a Detective in the Miami Gardens Police Department’s Real Time Crime Center (RTCC).  He started his law enforcement career in 2002 with the Florida Highway Patrol and in 2008 he joined the Miami Gardens Police Department as a road patrol officer.  He has worked in patrol, Community Policing, Public Information, youth mentoring, and now in general investigations at the RTCC.

Carlos was introduced to CPTED (Crime Prevention Through Environmental Design) in 2009 and obtained his CPTED designation in 2012.  Since then, he has been an ardent promoter and passionate supporter of CPTED principles.  He is always looking for opportunities to expand his knowledge and teach others about CPTED.  He has conducted dozens of CPTED assessments at local universities and colleges, private schools, office buildings and critical infrastructures.  He is a member of the City of Miami Gardens’ Public-Private Discussion Roundtable team, which reviews all new construction and retrofits projects for CPTED recommendations.  He has presented “CPTED principles” at the US CPTED and Florida Design Out Crime Association’s conferences.

Carlos is a decorated veteran of the United States Marines Corps.  He received the Florida Highway Patrol’s “Trooper of the Year” award for his life savings efforts, and the “Law Enforcement Victim Advocate Officer of the Year” for his devotion and dedication to assisting victims of crimes in the City of Miami Gardens.

Carlos is the president and CEO of CRA Training & Security Consulting, LLC, a CPTED and Security consulting firm.
